GRANTSVILLE — At the regular meeting of the Grantsville Town Council on Monday evening, Mike McCloskey of JTF presented a proposal for the winter months.

He started by giving an update of the 12 days of events held at the Grantsville Town Park over the summer.

“Overall, we had 625 campers, that’s adults and kids, so it went off pretty well,” McCloskey said.

Councilwoman Emily Newman-Edwards commented that it seemed like the events were very popular, and worth planning to do for next summer.

McCloskey agreed, suggesting that it be marketed during Grantsville Days and begin right after on July 5.

“There were some grandparents there, but kids ranged from 10 to 14 (in age),” he said. “It was a good mix. And a lot of out of towners as well.”

McCloskey noted his thanks to all the restaurants that supplied lunch for the campers.

“That was very helpful, and it saved a lot of money for cost, and we appreciate it,” he said. “I think it went very well.”

He then reported that JTF was asked to explore an option for winter activities.

“We’re looking at possibly using Pavilion 3 for an outdoor ice rink during the months of November, December, January, February and March, possibly into April depending how popular it is,” McCloskey said. “This would be a machine-made ice rink, 32 X 60 feet.”

He stated that quotes were received, and they explored various options. Renting the equipment would be too costly, and the best option would be a rink system that includes insulation for the floor, a mat and a chiller.

“It’s made to be residential but can handle a commercial side,” McCloskey said.

Skates and insurance also would be included, and JTF would be willing to foot most of the bill.

“We see this as a long-term possibility,” McCloskey said. “We’re trying to figure out how to keep it going, to make Grantsville Park a winter destination.”

The proposal is to utilize the entire pavilion, including the bathroom and kitchen, with a concession stand and rubber flooring to prevent skate damage.

JTF also would offer classes for age 10 and under to learn to play hockey and figure skating classes.

The council was in favor of the proposal.

“I think it’s a great way to use our park in the winter time,” Councilwoman Pam Braskey said.

McCloskey agreed to come back with more details and to finalize plans.

• Ryan Savage was a guest at the meeting to talk about the possibility of making the Grantsville pond ADA compliant in conjunction with the work that is being done there. This includes dredging to remove cattails, building a retention wall and adding soil to restore yards that are eroding away.

Town Administrator Robin Jones noted that she invited Savage because she knew of other work that he had done in the county, including with the Accident Town Pond.

There was some discussion about funding sources and design, and Savage agreed to look at the pond, do some research and come back with some ideas.

• The second reading was held for the USDA Loan Ordinance, and it was adopted by the council.

• Mayor Mark Diehl reported that Diehl’s Ford used an inflatable screen for a movie showing during the recent President’s Award celebration, and have decided to purchase the equipment. It has been offered to the town for use to show movies in the park. The council was in favor of this and plans will be made.

• Plans were also discussed for participation in Garrett County’s 150th Anniversary Celebration at the fairgrounds on Sept. 17.

• Jones reported that the Community Parks and Playgrounds application has been submitted. Requests include funding for flooring on both playgrounds, musical playground equipment and a splash pad.

• The food truck ordinance drafted by Jarrett Mahoney, County Code Enforcement Officer, was distributed for the council members to look over for later discussion.

• The meeting ended in closed session with town attorney Mike Llewellyn.

The next meeting is set for 6 p.m. Monday, Sept. 19.
